Strengthening Public Sector Cybersecurity Through Collaboration

The Cyber League of Orange County (CYBLOC) is a collaborative cybersecurity initiative led by the County of Orange, bringing together public sector organizations across Orange County to strengthen collective cyber resilience through partnership, information sharing, and professional collaboration.

Who We Are

CYBLOC is a trusted, non-commercial collaboration group comprised of cybersecurity and technology professionals from:

  • County agencies
  • Cities and municipalities
  • Special districts
  • School districts and higher education
  • Law enforcement agencies
  • Emergency services
  • Other critical infrastructure and public service providers

The group represents multiple levels of government and public service, united by a shared responsibility to protect sensitive systems, data, and services that support the community.

Our Purpose

CYBLOC exists to enhance the cybersecurity posture of public sector organizations by fostering collaboration and shared understanding of today’s evolving cyber threat landscape.

Core objectives include:

  • Cybersecurity awareness across public sector organizations
  • Threat intelligence and information sharing
  • Professional networking and peer collaboration
  • Cross-jurisdictional coordination between agencies and disciplines
  • Training and education tailored to public sector challenges
  • Briefings on cyber threats, trends, and incidents impacting local government and critical infrastructure

What We Do

CYBLOC convenes twice per year for in-person or hybrid meetings that feature:

  • Cybersecurity briefings and situational awareness updates
  • Training sessions and tabletop-style discussions
  • Peer-to-peer knowledge sharing and lessons learned
  • Collaboration on common risks, controls, and response strategies
  • Networking across agencies and disciplines

These sessions are designed to be practical, relevant, and action-oriented, with content informed by real-world public sector experience.

Who Should Participate

CYBLOC is intended for public sector professionals directly involved in cybersecurity-related responsibilities, including:

  • Cybersecurity operations and engineering
  • Incident response and digital forensics
  • Cyber crime and cyber terrorism investigations
  • Security governance, risk, and compliance
  • IT security leadership and management
  • Cyber hygiene, awareness, and training programs

Participation is limited to public sector and critical infrastructure organizations to preserve trust and encourage open dialogue.
